I'm assuming you mean the reduction in forces and the base closures that were the so called "peace dividend"?

Just remember those decisions were bi-partisan, made by a bi-partisan commission set up on a bi-partisan basis in Congress.

Steve, I think you're referring to the BRAC folks. They did'nt affect the RIF of vessels. Vessel RIFing was done under a previous administrations scalping of the DOD budget. It virtually eliminated all Yard & Auxiliary craft.

Thanks for clairfying on your point. It's always so easy for an administration....any administration...to whip up on the military or the veterans simply because there is NEVER a public outcry.
